The Philippines has assumed a pivotal role in shaping Southeast Asia’s digital future. As chair of the Association of Southeast Asian Nations (ASEAN) in 2026, the country is leveraging its leadership position to advance the ASEAN Digital Economy Framework Agreement (DEFA), targeted for conclusion by November 2026. DEFA serves as the centerpiece of the Philippines’ agenda, covering cross-border data flows, cybersecurity, e-payments, and paperless trading—a region-wide digital economy pact that could reshape how businesses and governments interact across Southeast Asia.
DICT’s 2026 Digital Priorities
The Department of Information and Communications Technology laid out its priority programs for 2026 during its “Kapihan sa DICT” press briefing, anchored on the theme “Mas Mura, Mas Maayos, Mas Ramdam: Digital Reforms That Benefit Filipinos.” The Philippines’ digital priorities as incoming ASEAN Chair include digital government, artificial intelligence, emerging technologies, and inclusive regional growth.
The ASEAN Semiconductor Roadmap
Securing the Region’s Position in the Global Value Chain
A central focus of the negotiations was the proposed ASEAN Semiconductor Roadmap, an initiative aimed at expanding and securing the region’s position in the global technology value chain. The plan addresses critical vulnerabilities in global chip manufacturing by reducing reliance on single-source suppliers—a lesson learned from recent global supply chain disruptions.
The Philippines’ Semiconductor Ambitions
The Philippines is positioning itself as a key player in this regional strategy. President Marcos Jr. has ordered the swift implementation of an investment package aimed at positioning the Philippines as a “semiconductor and AI hub” in Asia. During a visit to the Texas Instruments facility in Clark, Pampanga, Executive Secretary Ralph Recto relayed the President’s directive to prioritize projects and incentives designed to attract more investments in high-value industries. The semiconductor and electronics industry targets USD110 billion in exports by 2030 by moving into higher-value segments such as integrated circuit design, advanced packaging, and semiconductor manufacturing.
Pax Silica: An AI-Native Industrial Hub
A key component of this strategy is Pax Silica, a 4,000-acre development at New Clark City in Capas, Tarlac, envisioned as the country’s first AI-native industrial acceleration hub. Launched in April 2026, the development is expected to host semiconductor fabrication facilities, critical minerals processing plants, hyperscale data centers, AI infrastructure, and advanced research facilities. Over 50 companies, including several global technology firms, have expressed interest in investing in Pax Silica.
Advancing Digital Connectivity Across the Archipelago
The National Digital Connectivity Plan
In January 2026, President Marcos signed the National Digital Connectivity Plan (NDCP) 2026-2028, led by the DICT. The plan mobilizes around P5.6 trillion in investments and aligns policy with infrastructure development. The DICT described the government’s strategy as the Philippines’ “ultimate digital glow-up roadmap,” anchored on regulatory reform and large-scale infrastructure investment.
Satellite and Terrestrial Network Integration
The DICT has reported major gains in nationwide coverage through the integration of satellite and terrestrial networks, accelerating connectivity in far-flung and previously unserved areas. Fiber coverage has reached about 50 percent, while mobile connectivity has achieved 100 percent nationwide reach through the combined rollout of terrestrial networks and satellite services, including partnerships with Globe and Starlink.

Blockchain-Powered Budget Transparency
The DICT presented the Digital Bayanihan Chain, a blockchain-powered platform that enables citizens to track and verify national budget allocations in real time, strengthening transparency and accountability. The department also discussed ongoing efforts toward a Paperless Congress to modernize legislative processes, cut red tape, and reduce costs.
Securing the ASEAN Summit
The DICT’s cybersecurity infrastructure is also being used to help secure the Philippine hosting of the ASEAN Summits from April to November 2026. Google Cloud has onboarded 56 agencies nationwide and trained them to leverage the program, with a target of onboarding 90 by the end of June 2026.
